Al Reem Island, Abu Dhabi: An Investor's Area Guide

The ADGM island: a three-fold price spread, the emirate's second-largest supply pipeline, and the only communities exempt from the Abu Dhabi rent freeze. What that combination means for buyers.

Al Reem Island is the closest thing Abu Dhabi has to a city-centre island: a short bridge from the mainland, a working business district, a university, schools, a mall — and now a waterfront that is genuinely being finished rather than merely rendered.

It is also the most internally varied district in the emirate on price, which makes it the one where building-level work pays off most.

Where it is and what it is

Al Reem sits immediately off the Abu Dhabi mainland, minutes from Downtown. Together with Al Maryah Island it falls within the Abu Dhabi Global Market (ADGM) — a distinct legal and regulatory jurisdiction, not just a business address.

The island's newest identity is Makers District, built around Corniche Al Reem: a 1 km climate-controlled waterfront promenade with over 100 retail, dining and lifestyle outlets.

Who it suits

  • Yield-focused investors, because ADGM communities are currently exempt from the emirate rent freeze and can still reprice rents.
  • Buyers who want city access rather than resort isolation — ADGM, the Galleria and Downtown are minutes away.
  • Investors willing to do building-level work, since the price spread across the island is wide enough that the choice of tower matters more than the choice of island.

It suits less well a buyer who wants a single, simple "the island goes up" thesis. On Reem, some buildings will and some will not.

Property types

Predominantly apartments — studios through to duplexes, lofts and sky villas — plus some villa product. Waterfront and marina-adjacent stock sits at the upper end of the range.

Existing communities and amenities

On the island itself: Reem Mall, Al Fay Park, Sorbonne University Abu Dhabi and Repton School. ADGM and the Galleria Mall are around five minutes away, Downtown Abu Dhabi about five minutes, and the Saadiyat Cultural District roughly twenty.

What the official data says

From ADREC's H1 2026 report:

  • The ADGM districts recorded AED 10.5 billion of residential sales, up 153% year on year.
  • ADGM was one of four districts absorbing 84% of all off-plan apartment sales value in the emirate.
  • Average sale prices across Al Reem projects range from roughly AED 9,000 to AED 29,000 per square metre.
  • Al Reem is projected to add 13,518 homes by 2030 — second in the emirate.
  • Saadiyat, Reem and Yas together account for 75% of all projected new apartments.
  • ADGM communities are exempt from the rent freeze that took effect on 2 June 2026.

Investor considerations

The rent-freeze exemption is the standout feature. Before the freeze, new-lease prices inside investment zones were up 21% year on year for apartments. Reem retains pricing freedom that most of the emirate has lost. That is a genuine structural advantage — and a policy position that could change.

The supply pipeline pulls the other way. 13,518 new homes by 2030, with emirate-wide deliveries peaking in 2028. Pricing freedom only helps if local supply lets you use it. These two factors work against each other, and which dominates will differ building by building.

The price spread is the opportunity and the risk. A three-fold range within one island means "Reem Island" is not an investment thesis. A specific building with a specific reason to move up the range is.

Don't buy the Saadiyat view as a price mechanism. A view of a more expensive island is a priced attribute. It is not a channel through which that island's price level transfers to you.

Infrastructure

The island's practical infrastructure is largely in place — bridges, the mall, the university, the schools, the park — with Corniche Al Reem and Makers District extending the waterfront offer. Reported drive times from Makers District: about 20 minutes to Downtown Abu Dhabi and the Saadiyat Cultural District, 30 minutes to Abu Dhabi airport, 50 minutes to Al Maktoum International.

Risks worth modelling

  1. Concentrated new supply through 2028–2030.
  2. Reliance on the ADGM rent-freeze exemption persisting.
  3. Wide intra-island price dispersion — building selection dominates.
  4. Resale competition in the handover window, given off-plan concentration.
  5. Service charges, which vary widely between towers and are the most under-modelled line in most investor spreadsheets.

Is Al Reem Island exempt from the Abu Dhabi rent freeze?
Yes. From 2 June 2026 ADREC froze residential rent increases across the emirate, with renewals at 0% and re-let units at the previous contract value. ADGM communities — Al Reem Island and Al Maryah Island — are exempt and continue to price freely. An exemption is a policy position and could change, so we would not underwrite a long-term model on it continuing indefinitely.
What does ADGM jurisdiction mean for a buyer?
Al Reem Island sits within the Abu Dhabi Global Market, which has its own legal and regulatory framework. The most immediate practical consequence for owners today is the exemption from the emirate-wide rent freeze. We confirm the specific implications for your transaction as part of the purchase process.
Is Riviera Residences in Makers District?
No. Riviera Residences is on Al Reem Island, but MERED's own project materials place it on Al Reem Island rather than in Makers District. The distinction matters because it affects which amenities are genuinely within walking distance.
