UAE Traffic Black Points Explained: Fines, Suspensions and Transfers

How black points work in the UAE: the 24-point threshold, fines versus points, impounding, and how to link points to the person who was really driving in Abu Dhabi.

Almost every newcomer I help with a move asks about two things in the first month: schools and driving. The second one produces more anxiety, mostly because of the black points system. It is simpler than it looks.

Fines and black points are two different penalties

A typical violation can carry up to three consequences:

  • A fine — money, paid through the police app, the emirate's government services platform or a bank.
  • Black points — recorded against a driving licence, not against a car.
  • Vehicle impoundment — for more serious violations, the car can be held for a set number of days, and release can involve additional fees.

Paying the fine does not remove the points. The points stay on the licence for their validity period.

The 24-point threshold

The key number is 24 black points within twelve months. Reaching it leads to suspension of the licence. The suspension period increases for repeat cases, and getting the licence back can involve a course and fees. The exact durations and conditions are in the current federal and emirate rules — check them rather than relying on old articles.

Points accumulate faster than people expect. Serious violations — very high speeding, running a red light, dangerous driving — carry large point counts by themselves. A couple of those in a year can bring a driver close to the threshold.

When someone else was driving your car

Fines and points are often issued to a vehicle through a camera, and the system initially links them to the registered owner. If someone else was actually driving — a family member, a colleague — the points should be on their licence, not yours.

In Abu Dhabi, the official route is the TAMM government services platform, which offers a service to transfer traffic points to the driving licence of the person who was driving. Conditions apply — for example, the recipient must hold a valid licence and confirm that they were the driver. Check the current conditions in TAMM itself.

I want to be absolutely clear about the limit: points should only be moved to the person who really drove, with their agreement. Asking a friend to "take" points for a violation they did not commit is giving false information to the authorities. I will not describe ways to avoid a legitimate penalty, and I would advise any client against it.

Courses and point reductions

Over the years the UAE has run programmes that allow drivers to reduce points — through approved training courses or periods of good driving, sometimes as one-off campaigns. Whether such a programme is open, what it removes and who qualifies change over time. Check the police channels of your emirate before counting on it.

Rules differ between emirates

Federal law sets the framework, but procedures, apps, impound arrangements and some fines are handled by each emirate. A rule you read about in Dubai may not apply the same way in Abu Dhabi. Always note which emirate an article is talking about.

Practical habits that keep you well away from 24

  • Turn on speed-limit alerts in your navigation app; limits change between roads quickly.
  • Leave proper distance — tailgating is enforced with cameras too.
  • Never use a phone in your hand while driving.
  • Check the car's fines before buying it second-hand or lending it.
  • Register for notifications on the police app so you see fines immediately.

My take

Driving in the UAE is safe and convenient, and the black points system is there to keep it that way. The drivers who get into trouble are rarely unlucky; usually they ignored a few early fines. Treat the first points as a warning, keep your licence clean, and when a fine really belongs to someone else, use the official transfer route honestly.
